RAILWAY PURCHASE  BIG DEVELOPMENT FACTOR.
The announcement that the Alberta government has agreed to sell its railway iines to the C. P. R. company for $25,000,000 marks the greatest development in the Peace River district or many years. The C. P. R. and the C. N. R. have been, dickering jointly with tne Alberta government for the purchase of these railways, but in previous offers the company did not approach within several millions of tne value. set upon them by Premier Brcwnlee. The latest offer fully meets the value fixed by the Alberta premier, and he has agreed to the sale provided the C. N. R. company is ac-
cepted by the C. P. R.J^s a joint purchaser. There is no reason to believe the management of the C. P. R. will object to this provision, as it appears to be the decision of the federal government that the Peace River district shall have the advantage, of competitive railway rates.
After all the fuss which has attended the purchase negotiations the pre-i sent outcome is the natural one.   The Peace River district is regarded as the last great west of the wheat produc-j ing area of the Dominion, and it was ' inconceivable that the C. P. R. should be shut out of it, or that it should acquire a monopoly of its transportation facilities. , The  deal   which  has  been made will require the approval of the federal government, as well as that of the shareholders of the C. P. R.   Premier Brownlee is to be congratulated by the people of Alberta for his firmness in dealing with the railway prob-lefs of his province which has resulted in   his   securing    full    values,   rather than such prices as the managements of the big railway companies were prepared to pay.
� For British Columbia the outcome Is pleasing in that the interesting of the j C. P. R. in the railway situation in the Peace   River     greatly    improves .  the prospect with respect to the P.. G. E. Had the C. N. R. secured absolute control of the Alberta railways it would have no  interest .in  the  P.   G.  E.  as securing  an entrance  into  Vancouver j in that it already has its line by way ' of the  North    Tho:npsnn  and  Fraser I Rivers.   With the C. P. R. the situation is entirely different, in that it has no j direct  line  from  tho:  Peace P-iver  to the coast.
There is reason for the belief that that the C. P. R. has already opened negotiations with Premier Tolmie for the purchase of the P. G. E., and that this had something to do with the inspection of the P. G. E. line by Premier Tolmie and the members of his cabinet last week. At Victoria the attitude of the ministers is to refuse to discuss any deal for the P. G. E. but this is doubtless due to the circumstance that the negotiations have not proceeded sufficiently to make. discussion advisable. It is generally understood the C. P. R. plan calls for the building of a line of railway through the Peace pass as far as Fin-lay Forks, from which point it may ultimately be extended to Stewart, but with Vancouver as the immediate objective. A railway to Finlay Forks would be within measurable distance of the mining district which is beine; opened in the Ingenika dustrict. and which h?.s been receiving a lot of attention during the past two years by representatives of the Consolidated Mining & Smelting Company, of Trail, which is regarded as a   subsidiary of

the C. P. R. With a line through Prince George the C. P. R. could handle the ore tonnage of the Ferguson group of mines, as we]l as the high grade coal from the measures in the Peace river canyon, while the imminent erection of the pulp and paper mill at Prince George furnishes an added incentive for bringing the C. P. R. system into this city. There has been a lot of sdverst -omment respecting the grades on the P. G. E. as a possible grain carrying road, but it should be remembered the road was located by competent engineers, and this may be accented as an assurance it can be made to perform the service for which it was designed without unreasonable � expenditures. Added to this there is the land subsidy which "ill be available when the Peace River block is returned to British Columbia, which doubtless will enable Premier Tolmie to strike a reasonable bargain for the completion of the P. G. E. into Prince George pnd for its extension into the Peace River district.
