EDITORIAL - j w Sellout at Ottawa Canadas Conservative government has sold out Uritish Columbia electric power users to buy Social Credit support Prime Minister Diefenbakers party announced in Hie throne speech read at the opening of parliament Thursday that the government will adopt a policy allowing long term export of surplus power If this applies to the downstream benefits BC should gel from the US as a result of proposed Columbia River water storage facilities then BC power users will be gypped out of the lowest cost power in sight This would mean BC Lower Mainland industries will be deprived of low cost power they were promised from the US while that power will be sold to American industry just across the border The decision is a complete reversal of Conservative policy announced up to the June 18 federal election Tory leaders such as former Justice Minister Davie Fulton and External Affairs Minister Howard Green before June 18 promised BC industry would not be forced to buy higher priced BC power while their US competitors bought low cost Columbia power from Canada Telephoned by The Citizen today Mr Green was vague on the subject lie said at first the throne speech statement didnt refer to the Columbia that there arc various other rivers to be considered Then asked if the statement included the Columbia Mr Green refused to comment further It is difficult however to view the Tory statement of policy in any light other than a sell out to the Socreds Apparently Mr Diefcnbakcr prefers to stay in office by appeasing Social Credit rather than risk another election by upholding the rights of all Canadians to cheap power Fulton Denies Theres tulation on Power OTTAWA Special Public Works Minister Davie Fulton said today the governments policy of encouraging the export of surplus hydro power is cer certainly � tainly not a capitulation to de demands � mands of Premier Bennett Mr Fulton said the govern governments � ments national energy policy has always contemplated the sale of surplus energy There has been no surren surrender � der of principle or retreat al although � though we arc pointing to the need to get on with the job he said The job referred to was the Columbia He said the announcement in the throne speech favored large scale long term contracts for the export of power surplus to Canadas needs was not exclusively with reference to Columbia power Of the Columbia he said there can be no parliamentary ratifi ratification � cation of the Canada US treaty until agreement is reached with the BC government and US authorities have been conducting confidential discus discussions � sions which may lead to settle settlement � ment of one of the major bar barriers � riers in implementing the Col umbia River power treaty it was learned Thursday This sticky point deals with price specifically the demand by Premier Bennett for five mills a kilowatt hour on sur surplus � plus Canadian Power that might be sold in the US Justice Minister Fleming is reported to have discussed the BC iew point with at least one member of President Kennedys cabinet last week and the initial reaction did not favor Bennetts cause However further discussions among Canada - US officials are to take place and indica indications � tions in US quarters are that some concessions may be made on either side to form an ae ceptable price compromise A major problem in dealing Vti UcnmJts dem5nd h that export does not guarantee that the BC government will now reach agreement with Ottawa Mr Fulton said the federal government has always con contemplated � templated the sale of down downstream � stream Columbia benefits on a five - year renewable contract basis But Premier Bennett he said has been talking of virtu virtually � ally a permanent sale with no right of recovery He said conversations be between � tween Victoria and Ottawa in indicated � dicated there might be a meet meeting � ing ground somewhere between these two positions These discussions have been pursued If we can find ground for the sale of surplus power with the right of recapture we might have grounds for settle settlement � ment of the differences between the two governments He suggested one compromise might be an export contract for a period of 10 years with Can Canada � ada retaining the right to re recapture � capture this power on some premier refused to agree to the terms of the treaty until the federal government agreed to allow this province to sell its share of US -generated power to the US Mr Bennett said he would seek no advantage in his appar apparent � ent victory announced in the speech from the throne The spcecli said long term ex export � port of surplus power in a large scale should bo encouraged to expedite development of major sources too big to be supported solely by domestic demand The speech also said it is hoped arrangements soon will be completed that will make it possible to submit the treaty still to be ratified by Canada to parliament with the legisla legislation � tion required to implement it The premier said he liked what he had heard of the speech from the throne and the fed federal � eral government should be com commended � mended He said he is confident he will be able to sell BCs share of the Columbia downstream benefits in the US for the equivalent of five mills which would finance the 400000000 project entirely Mr Bennett added that the ioace urver project will con tinue to go ahead but the financ ing of this will be independent of the Columbia He said the Peace will be
