day visit to Prince George to investigate the need for de decentralizing � centralizing higher education facilities in B C ECONOMIC PROBLEMS Canada has only half the skilled workers of the US in proportion to the labor forces of the two countiics and only one third the professionals These facts said Dr Macdon Macdonald � ald are reflected in this coun countrys � trys cunent economic prob problems � lems and they must be dealt with thiough wider eJucation and tiaining opportunities Graduate schools must be strengthened much greater di diversity � versity of educational opportun opportunity � ity must be provided and tech technical � nical training for high school graduates is needed The problem is urgent he said because the students are in the sehoools now and by In an interview during a one day visit to Prince George Mon Monday � day he pointed out that auton autonomy � omy is relative and that while all colleges need a certain amount of independence some mechanism of control is needed We cant dictate from Van Vancouver � couver or Ottawa or Victoria and expect to have first class colleges All would need some independence in the develop development � ment of an academic program or they wouldnt be educational institutions On the other hand Dr Mac Macdonald � donald said all the colleges which will grow up cannot be allowed to go their own ways without any references to pro provincial � vincial standards Public funds will likely be involved UBC cannot police terminal courses in the same way it could keep the freshman and sopho sophomore � more classes up to standard through its policy of admitting students into the third year at its Point Grey campus A sup plementary control system is needed Dr Macdonald said that most of the submissions he has received since he began his study and his tour on plans for decentralization and the creation of a network of junior colleges have supported public institutions The mechanisms vary he said but the general view apparently is that the province needs a strong high standard program of public higher education although there have been no objections to private institutions The existence of the two types of college together should not be regarded as a competition Elsewhere in the continent private institutions have grown up and have been strong Dr Macdonald concluded Education Hike Needed Says
