lumbermen The committee reported on he last day of the 1963 session after hearing days of protests by lumbermen from the Inter Interior ior about bidding practices The report signed by chair chairman man Cyril Shclford SC Omin cca said that Northern opera operators tors strongly favor direct allo allocation cation of timber with bidding limited to operators within a sustained yield unit But truck loggers and other coastal groups did not support such complete control At this stage in the compe competitive titive demand for timber the committee feels that allocation would require both increased responsibility for management and a regimented higher level of wood utilization This may be acceptable at some future time but with the present state of the industry it docs not seem proper to im pose such a requirement SERIOUS CONCERN The report concedes that ir irresponsible responsible bidding docs occur and is a cause of serious con concern cern Suggestions made at commit committee tee hearings such as imposition of bidding fees have some merit but the -committee said it could not find any strong sup support port for any one of them As a consequence the com committee mittee proposes that the mat matter ter be thoroughly studied by those intcrcstW or affected during the coming year and made the subject of further in inquiry quiry and report at the LOSE SHIRTS Northern operators complain complained ed that they wanted to make heavy investments to meet the challenge of the new mill but feared they would lose their shirts if irresponsible that a resulting sale would not be in the public in interest terest The committee also suggest ed that the forest service give consideration to strengthening Section 18 of the Forest Act which
