abolish hanging in Britain was presented in Parliament today The government has promised to find time to debate it before Christmas The bill is sponsored by Sid Sidney ney Silverman 69 Labormem ber of Parliament and con confirmed firmed opponent of the death penalty It seems certain of success A majority of the House of Commons now is known to be in a favor of scrapping the Free Vote Welcomed OTTAWA CP - The cabin cabinets ets decision to give Parliament an opportunity next session for a freevote on the question of capital punishm nt was wel welcomed comed Thursday by New Demo Democratic cratic Leader T CDouglasand Social Credit Leader Robert Thompson We have always been in favor of abolishing capital pun punishment ishment Mr Douglas said in Ottawa I have always felt that in an allegedly Christian society it is morally wrong for a state to legally murder a man by returning to the old law of an eye for an eye and a tooth for a tooth The cabinets decision may be the spaik that will bring an end to capital punishment in Canada A free vote1 gives members of the Commons an opportunity to make a decision without re regard gard to partisan politics The commutation comes at a time when an increasing num ber of Candians are expressing doubt that capital punishment Is a deterrent to murder 1957 Homicide Act a compro compromise mise measure that retained the death penalty for murders com committed mitted with guns by explo explosions sions in the course of theft or for murdering policemen or prison officers Silvermans bill will be open to a free non party vote and a majority of more than 100 is expected Conservative and La boi MPs with reservations are likely to abstain The reason for the swing against hanging is partly be because cause of the steady pressure abolitionists have maintained during the last seven years and partly because of the 1957 act with its aibitrary distinctions has offended consciences and proved unworkable There Is some chance the House of Lords might throw out the bill even though the Com Commons mons has passed it But this was discounted by Silverman in a telephone Interview Thurs Thursday day night I think that if there is a substantial majority in the Com Commons mons then the Lords will have to accept the bill lie said But if they dont then the govei nment is under an obliga obligation tion to treat it as a government bill and reintroduce it in the next session of Parliament Un Under der the Parliament Act it will then become law Silverman can count on in increasing creasing suppait in the Lords Not only have most of the bishops of ttie Church of England chang changed ed sides since 1957 there is also a strong curient against capital punlsl ment i unninc through the law benches
