CUT BY FLOOD WATERS Two hundred Teletype and telephone circuits were out of service today after water flood flooded � ed a manhole on First Ave late Tuesday The circuits were soaked when a BC Telephone Co service vault was flooded with run off water about 1030 pm Tuesday Telephone crews worked throughout the night trying to dry out the600 pair cable but service still had not been re
