report of the commission was tabled In the Commons today It mentions suggestions for a minimum fee in addition to any premium and adds such a policy would mean that Canada was simply continuing to northern British Co Columbia lumbia communities Municipal Affairs Minister Dan Campbell said Wed Wednesday nesday Mr Campbell told the legislature the studies taken in communities along Highway 16 between Prince George and Prince Rupert show a direct relationship between hos hospital pital admissions for this disease and whether the communities are sewered or unsewered The minister was making a plea for residents of B Cs unorganized communities to rid themselves of the cancer of parochialism and to support moves toward Joint services or incorporation as municipali municipalities ties Mr Campbell said his de department partment is against imposing new forms of government with without out ratepayer votes Rather the policy was to make people aware of existing problems and help them realize the need for area wide solutions The two big problems faced by the department in dealing with unorganized areas were fear and cost The fear is largely of the unknown and needs no further description the minister said The cost factor is more IN THE LEGISLATURE difficult to present He said it is hard to assess the cost of an unborn munici municipality pality which would involve yet unknown decisions by a yet unknown council Further we are dealing with the problem of bringing a cost level of services to many people who left municipal areas to have rural living with few serv services ices but who now reluctantly find themselves surrounded by urbanlzljon demanding of serv service ice Earlier in his speech Mr Campbell lashed out at Harry McKay L Fernle for naming Al the minister of municipal af affairs fairs has been like a Camp Campbell bell on the run in MacDon ald territory He has been shot at from all sides Wednesday he fought back with a speech carefully tail tailored ored to support the govern governments ments municipal policy It sounded like the work of man hands First he denied the pro province vince was the parent of its municipalities but he had trouble finding a doorstep to leave them on Like Topsy he Intimated they Just grew Second he tried to con convince vince the House that the home owner grant did more than anything else to keep the municipalities independ independent ent and self sustaining The master haberdasher must f4U yfi r -VA0j kSIT fffipti MR- SPEAKER have tailored this bit for him Third he attacked the Op Opposition position for advocating that the home owner grant be turned over to the munici municipalities palities instead of deducted from home owners tax bills He rightly pointed out that if this were done big mu municipal nicipal taxpayers factories etc would benefit more from mill - rate adjustments than small ones This Is as cute a red her herring ring as weve ever seen drawn over a trail and It seemed to fool the Opposi Opposition tion temporarily The home - owner grants are a political bribe nothing else They put a wedge between municipal tax payers and municipal councils Theyare made to look like a gratui gratuitous tous grant from the Bennett government though they come out of general tax re revenue venue They destroy muni municipal cipal Independence because they keep municipalities under the governments thumb just the opposite of what Campbell argued The right way to permit municipalities to meet their obligations without fake hand outs of this sort would be to increase per capita grants and share gasoline and auto licence taxes with them But that of course would reduce the governments power over voters and municipalities One of our favorite
