GAS PIPELINE PLANNED TO CITY A 130 mile natural gas pipeline may be built this summer between Monk man Pass and Prince George the president of Peace River Petroleums Ltd said today The forecast was made by George Richardson after he an announced � nounced that the company pro probably � bably has drilled a gas field northeast of Prince George that is larger than any in Alberta Noranda Mines Ltd a prin principal � cipal of several lumber and logging enterprises east of the city as well as a 50 per cent partner in the Northwood pulp mill at Prince George has started advertising its inten intention � tion to build the line The 12 - inch pipeline primarily to serve those indus industries � tries would have a capacity of approximately 1 millionlcublc feet of gas a day said Mr Richardson Norahdahas given notice that it intends to apply to the Min Minister � ister of Commercial Transport before March 15 for permission to build the line It would start at Stony Lake where Peace River Petroleums has made a major natural gas strike run through the Monk man Pass cross the McGregor River and go through Upper Fraser Aleza Lake Newlands Giscome Willow River and Shelley on its way to Prince George Mr Richardson who drove cattle through Monkman Pass in the 1930s also forecast that if the drills went deeper they would run into an oil field Drilling on the companys second well in Monkman Pass area was completed Thursday at the 8556 foot level The second well has tapped the same natural gas zone as Peace River Petes first well which has a rated open flow of 9300000 cubic a day I think it has the makings of the biggest thing in BC said Mr Richardson He said there are probably 15 drill sites in the area each with 70000000000 cubic feet of gas and theres nothing that big in Alberta Drilling on the third well is to start immediately he said Mr Richardson said the wells have tapped the first gas zone which he says is 2500 feet thick There probably are two additional gas zones under it This area is 35 miles long and 10 to 12 miles wide he said Turner Valley site of the strike that started the Al Alberta � berta petroleum boom is 30 miles long and only a mile wide Planning Urgent The city of Prince George is two years behind in its development This charge was laid before the Chamber of Commerce Thursday night by realtor Gordon Bryant Mr Bryant it a former mayor hospital board chair chairman � man and agent behind the Spruceland and Woodward centres as well as Highland Park subdivision He said the city should immediately adopt a policy of complete forward plan planning � ning for a minimum 15 year period Lack of co ordinated planning starts with lack of a budget and funds for planning and results in a crash program which leaves the city always behind the eight ball The 25000 in this years budget will look after only the development already in the works There Is a most urgent need for an Increased budget for for forward � ward planning and for employ employment � ment of a planning coordina coordinator � tor who would work under the city manager Mr Bryant said this should be car r led out even at the ex- pense of some other Items in the city budget He pointed out many plans had been requested and accepted by the city but had not been acted upon Every time I hear someone say We need a town planner I am prepared to tell them we do have plans The former mayor recalled a 1957 urban development plan adopted by council in 1958 a 1952 housing survey study the zoning bylaw adopted in 1958 never reviewed by anyone during the past few years and a 1963 land use study This year the city was handed a voluminous urban renewal study The only one the city really hasnt had is a sound fiscal plan Mr Bryant recalled The citys capable comptroller three years ago did set down a fiscal plan for the ensuing three years but It is too big a job to expect of him now He suggested too much cred ance was being given to coffee shop and street corner plan planning � ning The City Needs a Co Ordinator Planners are available The city needs a co ordlnator Mr Bryant forecast at a conservative estimate the population of Prince George would be 27700 by 1970 This would require an additional 2500 housingunits and develop development � ment of 800 acres of land By 1980 the population would be 45800 requiring a further 4400 units and 1400 acres of land That Is not as formidable as you might think but unless we do something now it will be a tremendous problem He pointed out the city still has some 3500 acres of un developed land within municipal limits Total city area Is 7000 acres The real estate man esti estimated � mated the 970 single family and 700 family apartment units fairly certain of getting un under � der way this year will look after city needs for the next 18 months to two years In his comments he said he was not making remarks dis disparaging � paraging of the administration at city hall but council must overhaul its thinking The council and particu--larly the mayor should get off the city managers lap so he can get his work done Rely on Professional Advice Council should rely more and more on professional advice from just about every quarter I know some councillors want It this way but I havent seen it put to use He told the chamber executive-level thinking should begin with urban renewal studies ad advanced � vanced engineering studies and a further look at the zoning plan Commenting on the citys fin financial � ancial shape he said the pres present � ent 4 million bonded Indebted Indebtedness � ness could be considered prud prudent � ent Absolute legal ceiling on civic debt was 6 million Mr Bryant predicted capital debenture programs to go be before � fore the city this year would bring indebtedness to the level beyond which it would be wise to go no further He recommended the city look to the new assessments for added revenue and not raise taxes Mr Bryant said the downtown commercial district no longer bore the brunt of city taxes as some people still seem to think Residential land provides 50 per cent of the annual taxes the commercial area 25 per cent The real estate developer proposed a technical planning board be commissioned that means paid It would be comprised of a planning co-ordlnator-working under the city manager a professional planner engineer and a fiscal planner Hiring a town planner Is not the answer Hiring a planner is Mr Bryant said Earlier In his talk he noted 10 years ago the city accepted a program knownas The Olson Plan of civic administration which provided for a co-ordlnator of civic planning Where Is this plan he asked I suggest It is with many others filed away over the past 10 years He said future planning should be aimed at phase develop development � ment so needs could be met with a minimum of delay As an example he detailed the groundwork laid for opening the 274 acre Highland subdivision with which he is
