in England are notified Strongest Hint Yet Given by PM VANCOUVER CP -Prime Minister Pearson said today that an announcement on an election one way or the other will be made very shortly as he gave the strongest indication yet that Canadians will be casting their ballots some time this fall He told a press conference that a general election cannot be called under the proposed new electoral boundaries be before fore the end of next year and do you want to begin our cen centennial tennial year with an election A reporter said this indicated to him that the election would either be held this fall or In 1067 and he thought it would be this fall You have a very succinct way of putting things said the prime minister As he fielded more questions about an election Mr Pearson said he will make an announce announcement ment as soon as I get back to Ottawa and consult with my colleagues Asked whether the announce announcement ment would be made within two weeks he said I think thats reasonable At another point he said It must be announced very shortly The prime minister said he has studied the time table of the redistribution process and has consulted experts and not notwithstanding withstanding what the leader of the Opposition says no election could be held under the new boundaries until the end of next year He said If everything goes on schedule Parliament could complete its action on redistri redistribution bution by next May or June but It would still require four or five months to organize the new constituencies Then there must be about 60 days between the announcement of an election and actual voting In order to have an autumn election he said the announce announcement ment should be made about Sept 1 and this would be impossible for 1966 under the new bound boundaries aries it was at this point that he said Do you want to begin our centennial year with an election Two Weeks Away Asked to comment on state statements ments by Opposition Leader Dlefenbaker that the govern government ment will call an election be cause it Is afraid to meet Par Parliament liament in the wake of the Dor ion report the prime minister said All I can say about that is that the Dorion report was sub submitted mitted before the House of Commons recessed when Mr Dlefenbaker was in Saskatche Saskatchewan wan and didnt come back He said there was an oppor opportunity tunity for the Opposition to make any motion it wanted under the interim supply debate I think 45 of their members were out of Ottawa including the leader of the Opposition I think thats a sufficient observation When Mr Pearson addressed a Liberal meeting here Wednes day ni3ht he used the phrase if I am chosen when he re referred ferred to governing In the weeks months and years ahead A reporter asked whether this was a clear Indication of a fall election The prime minister said an election must be held within the next few years and it would be very arrogant for him to say he would be leading the government in the years ahead He was asked why he also re referred ferred to the weeks ahead I might be run over by a bus Mr Pearson said laugh laughingly ingly While he would like to think the government could continue in office it has always been the prerogative of the govern government ment to decide when an elec election tion would be called Building Estimates Lottery hall architect DJ charges estimating building costs isnt a business any more He says its a lottery Architects are completely out of touch withwhat contract Tweed le sug suggested gested it be a public session there was no dissent Man Robbed Strongarmed Another man has been strong armed and robbed In Prince George the third in two weeks Mike Dawyduik of the London Hotel told police he was knocked unconscious by two men In the 1400 block Third Ave about 1 am today He said he was robbed of 94 In the last two weeks two other men have been strong armed and robbed in downtown beer parlor washrooms Critic Silenced by Mutilation GREENSBORO Ala AP -An elderly Negro who was re reported ported to have criticized civil rights demonstrators lay near death today his tongue cut out and two Negroes were held for questioning David Holloway Hale County deputy sheriff said one of the Negroes boing questioned was among a group of civil rights volunteers arrested here last July when they gathered at a street corner barricade and re refused fused to disperse No charges were filed imme immediately diately against the two men held for questioning Holloway said the Injured Ne Negro gro 87-year-old Perry Smaw was found crumpled In the door doorway way of his house Sunday His tongue had been cut out and his head buttered The officer said he was told that Smaw had publicly criti cized demonstrators who sought to march to the county court courthouse house and picketed downtown stores protesting alleged Job discrimination Holloway said he had not ruled out the possibility of rob robbery bery as a motive for the attack on Smaw but added I dont understand why they didnt kill him if they wanted to There was a shotgun there His comments were in reply to a question from Aid Harry Loder who asked How can you as an archi architect tect having instructions from us to produce a building for 615000 exceed this figure by so much The city hall was to have cost 615000 The total was com posed of 550000 passed bv voters In a December plebi scite plus 65000 anticipated from the federal government Bids opened Friday were 879500 from CJ Oliver and 983456 from Marpole Con Construction struction Mr Parker citing several instances indicated similar wide differences between esti estimate mate and tenders were general throughout the province He said it was the pattern of the industry Sharper questions were put to the architect by Aid Ron Tweedle who wanted to know why no local contractors had bid the Job The question arises in my mind Is there any problem be between tween the local contractors and Mr Parker He wondered why a prestige building such as the city hall would not attract more bids I understand there are a number In town who could have bid1 Recalling that no tenders had been submitted when the hall was first advertised Aid Tweedle said I assume you had to go out and request tenders Did this then jump the price In reply Mr Parker listed three major local contracting firms and indicated each was too heavily committed tounder take the big project with current resources He said his company had begged every firm In town to bid In the case ofDezell Con Construction struction he noted the mayors civic position had eliminated that company as a prospective tenderer Mr Parker cited an exten extensive sive phone bill run up by his office seeking bids from Van Vancouver couver firms but they too were loaded with work flflflflML IRBl ARCHITECT PARKER Under these conditions If they had bid and won the job we would have had troubles delays he said In reply to an allegation ap apparently parently made outside of council Mr Parker told the alderman extras were a very small amount on jobs designed by his firm As a matter of fact we dont even set up a contingency fund I would be surprised if ex extras tras on the city hall were as much as 5000 He Indicated work could start on ttie new building within two weeks after the go ahead was given Completion date was expected to be September 30 1006 Hut before work can begin a great deal of cost paring must take place Mr Parker made a first stab at it at the Wednesday council session It probably will start by lop lopping ping off the third floor of the office wing This was to have housed engineering and planning departments It is expected to save in the neighborhood of 125000 It would mean greater con consolidation solidation of space on the second floor which was planned origin originally ally as a spacious executive level The basement also could absorb some of the overflow Less expensive floor cover coverings ings elimination of precast concrete balustrade and fewer less expensive movable parti partitions tions would cut another esti estimated mated 25000 from the bill Some 10000 could be saved by using glulam and wood deck decking ing for the floor under council and committee chambers In Instead stead of concrete In addition to these amounts there were 63590 in possible deletions listed with the tender They include the elevator al although though the shaft would be built cooling equipment In the vent ventilation ilation system furnishings sky dome above the council chamber and light fixtures of a lower In Intensity tensity than those in the plans Mr Paner noted he had worked over the possibilities with CJ Oliver director Harold MacDonald He expected to have a firm figure on the top floor cut within two or three days Well were getting within shooting distance of it observed Mayor Garvin Dezell Shooting distance is an esti estimated mated difference of 85910 It will be the target in the next round of deletions in what Architect Parker described as areas of cutting that will begin to hurt
