quiestest Halloweens on rec record � ord Sgt English chief of the RCMP city detachment said the people of Prince George are to be congratulated for their ef efforts � forts in controlling the situa situation � tion Parents evidently instruc instructed � ted their children to behave themselves on Halloween said the sergeant The modest sergeant could have had even higher praise for RCMP members received tongue lashings today from angered mothers and fathers Fifteen of those arrestedwere Juveniles under the age of 18 Thelr parents were advised but until they arrived at the city de detachment � tachment their offspring were kept in the lockup After a mob began to form about 830 pm and march on the downtown area the RCMP literally became babysitters for the roaming herd Members walked in alongside and behind the collection of black faced glassy eyed teenagers who often taunted and teased the police When the mob staged a Jeering sit in on the detachment steps at about 945 the RCMP officers retained their stolid composure and within five minutes the herd moved across Seventh Ave to the Legion and then moved on past the Inn of the North and down Victoria St past the Parkwood Shopping Centre Through some mysterious chemistry the mob reformed downtown but now it was small er Chilly temperatures sore feet and the ever vigilant RCMP were dimming the snaking mobs enthusiasm for damage Halloween In effect was over and Prince George could feel that maybe It grew up a bit SCHOOL A TREAT WITHOUT TRICKS While hundreds of teenagers aimlessly wandered the downtown streets last night looking for some Halloween action 87 chil children � dren had a whale of a party at the Western Acres School and not one window was broken or even soaped No tricks just a harmless night of treats organized and paid for by the sub dlvlslon parents The trouble free night was then neatly wrapped up with a free gift of treats to each child Mrs David Maslch who organ organized � ized the night said community parties attended by parents and children were common practice in the eastern provinces at Hal Halloween � loween We always had parties like this In Ontario so we decided to introduce the same thing here I think It Is a far better Idea than letting the kids toam the streets and causing damage Many apart ments and commun ity halls In the area were the scene of similar feel our mayor has been barely able to keep pacewiththe increas increasingly � ingly complex problems that face us added Stagg Over the past year 1 have felt that he is slowly but inevitably falling behind Stagg had to resign in the middle of his first term On council to challenge the mayor Would his lack of muni municipal � cipal experience hurt Stagg pointed to his record in business The city is nothing more sLlQ than a business a damn big business he said Stagg said that through his business he has learned the value of work methods tight administration and budget control as well as expert opinion delegation of author authority � ity and management control No business can survive without it and I have learned in my experience on council that no city can thrive with without � out it he Halloween dreaded by mer merchants � chants and police alike came and went in Prince George leaving only a few broken windows in its wake But it could have been differ different � ent As many as 300 teenagers stomped through the downtown area forming what at times ap appeared � peared to be a small army as they marched two abreast up and down Third Avenue Dominion Street George Street Second Avenue Victoria Street Sixth and Seventh Avenues The weather was ripe for a re repeat � peat of last years spree when more than 20000 worth of plate glass windows were smashed by a group of bewildered teenagers who suddenly found themselves the victims of mob rule This year the marchers had es escorts � corts Sometimes a dozen some sometimes � times five or six police con constables � stables marched beside in front and behind them A dozen more stood by The police vigilance paid off From a peak of 300 the mob dwindled to a mere 30 and then was quickly dispersed The timetable proves
