No jail time for Walls, associate
by MARK NIELSEN Citizen staff Former Prince George car dealer Doug Walls and his associate Mike Millard have escaped jail time for a $1.5-million cheque-kiting scheme. Justice Patrick Dohm sentenced the pair in Vancouver on Thursday to two years less a day to be served in the community. In making the ruling, Dohm noted extensive letters of support for both men and the fact they did not receive any personal gain from the fraud. The two men were engaged in a cheque-kiting scheme in a failed attempt to save the Fred Walls and Son Ford dealership. The scheme cost CIBC about $1.5 million and also left many of the 70 employees out of pocket in terms of severance. One of them was Mike Walch, a 22-year employee at the dealership which went bankrupt in 1998. Walch said the sentence Dohm handed down was about what he expected and he added he's since put the episode behind him. "I believe a lot of the things he was doing was to try and keep the business afloat and keep the people employed," he said. "In a lot of respects, you almost got to say thanks for trying, sort of thing." Walls was at one time president of the Prince GeorgeOmineca Liberal riding association and was a Prince George school trustee 1988 to 2001. Millard was an accountant for the car dealership and was chair of the District Parent Advisory Council during the 1990s. -- See MINISTER on page 3

The Citizen extends a challenge to all community-minded businesses and individuals to join it in supporting the Spruce Kings by wearing Royal Bank Cup T-shirts to promote the national championship May 5 to 13 and, at the same time, support two local organizations. Log books required for forestry truckers
by GORDON HOEKSTRA Citizen staff If log truckers are going to work under the exemption established for their sector under new regulations for the amount of hours truckers can work, they'll have to carry log books with them. Although there has been some confusion over the issue, officials with B.C.'s National Safety Code office confirmed Thursday logging truck drivers are required to carry and use log books if they want to utilize the log hauling exemptions. The log book requirement is part of the province's effort aimed at reducing the risk of fatigue-related collisions by providing drivers with the opportunity to obtain additional rest. Truckers must provide information in their log books on their hours of work, travel distances and carr y records from the past 14 days. It helps enforcement officials better track truckers' hours. B.C. Forest Safety Council official MaryAnne Arcand said the council, in co-operation with the Central Interior Loggers Association and the Interior Loggers Association, have designed a log book template for log haulers. The template will meet both the requirements of the province's new trucking hours, as well as proposed WorkSafe B.C. regulations that will also require log truckers to use a log book. While Arcand said she has had hundreds of calls and e-mails on the new regulations, and particularly the requirement to use a log book, she added most truckers don't have a problem with the new requirement. -- See COMPANIES on page 3
